1998-00 France Signed Shirt *W/O COA*

This shirt is an authentic signed shirt acquired from James Elkin - author of The Arsenal shirt book. This shirt was attained via Pat Rice’s collection. 
I am unable to nail down whom actually signed this shirt but would love to have someone shed knowledge if aware :)!
